Who is paying determines how it is scoped
On a TI project the clearance can be instructed by the landlord returning a space to shell, by the incoming tenant fitting it out, or by the contractor doing either. Those are different scopes and it is worth being explicit about which one applies.
A landlord clearing back to shell wants everything gone including anything the previous tenant fixed. A tenant fitting out wants their own build debris removed and generally does not want to inherit the previous occupier’s problem.
Getting that boundary agreed before the crew arrives avoids the awkward conversation about who is paying for the six hundred feet of dead cabling in the ceiling void.
